The Bureau of Immigration (BI) has confirmed receipt of Immigration Lookout Bulletin Orders (ILBOs) against 33 individuals allegedly linked to anomalous flood control projects.
BI spokesperson Dana Sandoval said the names have been “immediately included in our centralized database and their travels will be strictly monitored.”
Secretary Jesus Crispin C. Remulla, who was recently appointed Ombudsman, signed the ILBOs late Sunday night, Oct. 8, according to DOJ Assistant Secretary Jose Dominic Clavano IV.
Immigration officers nationwide have been instructed to monitor the movements of the listed individuals at all ports and airports.
Among those covered by the ILBOs are former House Speaker Leyte 1st District Rep. Martin Romualdez; former Senate President Chiz Escudero; former senator Bong Revilla; Senators Jinggoy Estrada and Joel Villanueva; Makati City Mayor Nancy Binay and her staff Carlene Yap; Commission on Audit Commissioner Mario Lipana and his wife Marilou Laurio-Lipana; DepEd Undersecretary Trygve Olaivar; and Special Envoy to China for Trade Maynard Ngu.
Also included are incumbent House members Roman Romulo (Pasig), Jojo Ang (Uswag Ilonggo Party-list), PM Vargas (Quezon City 5th District), Arjo Atayde (Quezon City 1st District), Nikki Briones (AGAP Party-list), Marcy Teodoro (Marikina 1st District), Rida Robes (San Jose del Monte, Bulacan), Eleandro Jesus Madrona (Romblon), Benjie Agarao (Laguna 4th District), Odie Tarriela (Occidental Mindoro), Reynan Arrogancia (Quezon 3rd District), Antonieta Eudela (Zamboanga Sibugay 2nd District), Dean Asistio (Caloocan 3rd District), and Marivic Co-Pilar (Quezon City 6th District).
Former congressmen Bem Noel (An Waray Party-list), Marvin Rillo (Quezon City 4th District), and Teodorico Haresco (Aklan 2nd District) were also named, along with DPWH District Engineers Loida Busa (Quezon City 2nd District), Ramon Devanadera (Cebu City), Johnny Protesta Jr. (Quezon City 2nd District), Arturo Gonzales Jr. (Quezon City), and Rillo’s aide Bogs Magalong.
The issuance of the ILBO’s was requested by retired Supreme Court associate justice Andres B. Reyes Jr., chairman of the Independent Commission for Infrastructure (ICI).
In his request, Reyes said an initial investigation related to the anomalous flood control projects has put “the subjects in a relevant position that operates to make them inevitable personalities during the fact-finding process”.
“The timely issuance of ILBO is of utmost necessity to enable the Commission to proceed without delay and to hold those liable accountable to the Filipino people,” he added. (Jeffrey Damicog)
