LTFRB to PUV drivers: No extra charge for ‘extra large’ passengers

The Land Transportation Franchising and Regulatory Board (LTFRB) warned drivers and operators of public utility vehicles against charging plus-size passengers extra fare, calling the practice discriminatory and illegal.

LTFRB chairman Teofilo Guadiz III stressed that any form of fare manipulation based on personal characteristics – especially body size – violates LTFRB regulations and human rights principles.

“Regardless of a passenger’s size, the fare covers one person. This practice of overcharging is not only unlawful—it is discriminatory and fundamentally unjust,” said Guadiz.

The official issued the warning after receiving complaints alleging that overweight or plus-size passengers are being charged fares exceeding the standard rate.

Guadiz said this practice is illegal and has long been condemned, stressing that discrimination has no place in the transport system.

He said violators may face penalties including fines, suspension of operations, or revocation of their franchises, in accordance with existing laws and LTFRB guidelines.

“PUV drivers and operators found guilty of such practices will be held accountable and face appropriate sanctions,” said Guadiz.

For his part, LTFRB spokesperson Ariel Inton urged passengers who experience or witness any form of overcharging or discrimination to immediately report incidents through the LTFRB hotline 1342.

He said the complaints could also be reported to the LTFRB official social media pages, or by email at [email protected].

“The filing of complaints is one of the best ways for us in the LTFRB to know and take action against these kinds of violations,” said Inton.
