The 17th Congress that begins July 25 will finally debate on measures to finally end labor nation-wide contracting or sub-contracting practices in a bid to strengthen the rights of workers and promote security of tenure.
This followed the filing Thursday by Sen. Paolo Benigno “Bam’’ Aquino IV of the “Endo’’ (end contract) bill which seeks to amend sections 106 to 109 of the Presidential Decree (PD) No. 442 or the Labor Code of the Philippines.
Aquino said enactment into law of his bill would put a stop to fixed term employment or hiring of workers based on a limited and fixed period without regularization so more Filipinos are assured of job security and steady compensation.
He said his bill would limit employers from contracting or subcontracting more than 20 percent of their total workforce.
The End Endo Act would further professionalize the service contracting industry by prohibiting labor-only contracting and establishing industry standards, he explained.
“It will also guarantee contracted workers of reasonable compensation even in between assignments through a Transition Support Program,’’ he added.
