LTFRB summons ‘kambal plaka’ jeepney operators

The Land Transportation Franchising and Regulatory Board (LTFRB) has summoned two jeepney operators allegedly involved in the “kambal plaka” scheme, a fraudulent practice where multiple vehicles use the same license plate.

LTFRB Chairman Vigor D. Mendoza II emphasized that this modus is strictly prohibited under existing laws and regulations.

He stressed that such illegal activity undermines both vehicle registration and franchise applications, constituting a direct violation of the conditions for the issuance of a Certificate of Public Convenience (CPC).

“This fraudulent scheme has no place in the operation of public utility vehicles,” Mendoza said.

The LTFRB issued a show-cause order (SCO) after reports confirmed the involvement of two jeepneys operating along the Tanauan-Calamba route.

The two operators were asked to explain in notarized writing why their CPCs should not be suspended or revoked for the offense, as part of the due process, or the right of the accused to be heard.

They were also ordered to attend a hearing on March 13 and failure to attend and to submit the written explanation will result in the imposition of penalties that include at least P5,000 fine and eventually the possible revocation of the CPC.

Mendoza then warned PUV operators and drivers to refrain from engaging in such an illegal activity to avoid legal and operational troubles. (Aaron Recuenco)
