Lawmakers slam Dicaya’s claims in Senate hearing, vows legal move

Several members of the House of Representatives vowed to pursue legal action after contractor Pacifico “Curlee” Discaya ll implicated them in alleged flood control project irregularities during a Senate Blue Ribbon Committee hearing on Monday, Sept. 8.

Marikina City 1st district Rep. Marcelino “Marcy” Teodoro said he was surprised to be implicated, especially since he just returned to being a congressman at the start of the 20th Congress last June 30.

“Nabigla ako. ‘Di ako nakaupong congressman noon, si Cong. BF [Bayani Fernando] pa. Wala ako sa posisyon non…Mag-file kami ng slander,” Teodoro said in a message to House reporters.

“Walang katotohanan ang mga paratang ng mga Discaya. Isa lang itong demolition job- – a cheap shot para siraan ako,” the Marikina solon said in a subsequent statement Monday afternoon.

“Hindi ako ang congressman noong na-award ang kontrata sa kanila. Panahon pa iyon ng yumaong Bayani Fernando. In fact, ang mga DPWH (Department of Public Works and Highways) projects na napunta sa mga Discaya ay bago pa ako maupo bilang congressman- around 2020 or 2021, hindi 2022 pataas.

“With this, I am now contemplating on filing charges against the Discaya’s for lying and for trying to besmirch my good reputation. I am planning to file perjury dahil may false testimony sila in a legislative hearing, and perjury dahil they are under oath,” Teodoro said.

Romblon lone district Rep. Eleandro Jesus Madrona, in his own statement Monday, said: “I strongly deny the statement of Discaya.”

“To my recollection, wala akong project sa kanya, so anong basehan ng sinabi niyang pag bigay niya sa akin?,” he asked.

“I heard he [bid] on projects sa aming budget sa Romblon pero I have no hand and knowledge on how he pays those involved!,” Madrona added.

In a separate statement sent to House reporters, former San Jose del Monte City lone district Rep Florida “Rida” Robes said she would file a libel case against Discaya.

“Kung sino man gumagamit ng pangalan ko, mangilabot naman kayo!,” Robes said.

“Kitang-kita naman ng marami kung gaano na kaganda ang San Jose del Monte ngayon. Walang ghost project dito at pang-world class ang aming mga infrastructure,” she added.

Quezon City 5th district Rep. PM Vargas wondered what Discaya’s motive was for linking him to the flood control projects mess.

“100% NOT TRUE…Walang project ang mga Discaya sa district natin kailanman. Zero. This is confirmed and certified,” he said.

“I will file a case against them for this blatant lie. My track record speaks for itself,” added Vargas.

Discaya is the husband of the controversial Sarah Discaya.
