Former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan is being considered as a state witness in the ₱92.8‑million flood‑control malversation case against former Senator Ramon “Bong” Revilla Jr., prosecutors told the Sandiganbayan Third Division on Tuesday, June 30.
During the hearing, prosecutors said Bonoan is among the witnesses they plan to present in upcoming trial dates, noting that his testimony could be scheduled for July 28 or 29.
The development follows Ombudsman Jesus Crispin “Boying” Remulla’s announcement that Bonoan has signed an agreement to cooperate as a state witness in several flood‑control project cases.
Remulla said the Ombudsman will ask the Sandiganbayan to discharge Bonoan as a respondent so he can testify for the prosecution.
“We already have a signed agreement for the cooperation of former [DPWH] Secretary Manuel Bonoan to be a cooperating witness,” Remulla said.
Prosecutors believe Bonoan’s knowledge of DPWH operations will strengthen multiple cases, providing insider details on alleged anomalies in flood‑control projects.
Revilla faces malversation and graft charges filed in January 2026 over the alleged irregular ₱92.8‑million flood‑control project in Pandi, Bulacan.
