Manila Mayor Francisco “Isko Moreno” Domagoso announced on Monday, February 23, the release of ₱66.8 million in clothing allowances for city government personnel.
Speaking at the flag-raising ceremony at Manila City Hall, Domagoso said that 8,543 regular employees will each receive ₱7,000 in cash for their 2026 clothing allowance.
He also confirmed that the city government will provide retroactive clothing allowances to 1,063 personnel who missed the benefit between 2021 and 2025. This includes 10 employees from 2021, 62 from 2022, 131 from 2023, 181 from 2024, and 679 from 2025.
Domagoso likewise assured Job Order (JO) and Contract of Service (COS) workers under the Manila Health Department and city hospitals that their delayed January 2026 salaries would be released within the week.
The payroll covers staff from the Manila Health Department and seven hospitals: Gat Andres Bonifacio Memorial Medical Center, Ospital ng Tondo, Justice Jose Abad Santos General Hospital, Ospital ng Sampaloc, Sta. Ana Hospital, Ospital ng Maynila Medical Center, and President Corazon C. Aquino General Hospital.
He explained that the delay stemmed from a shift in salary charging from the General Fund to the Special Health Fund.
“We changed the charging. ‘Yung charging of salary from General Fund, inilipat natin sa Trust Fund ng health fund natin,” Domagoso said.
The mayor emphasized that the administration’s fiscal maneuvering since January aims to secure stable compensation while complying with legal and accounting requirements.
“I’ve been telling you na the fiscal maneuvering of the city administration is trying to find legal, proper, and available funds para magkaroon ng kapanatagan ang mga empleyado natin,” he said.
Domagoso added that while neither he nor the city government is perfect, he intends to serve with calmness, prudence, and efficiency.
“Hindi po perpekto ang inyong lingkod. Hindi po perpekto ang gobyerno ng Maynila. Ngunit pipilitin ko laging maging mahinahon, masinop, at episyente na makapaglingkod sa ating kapwa,” he said. (Odralim Villarez)
