Marikina Rep. Teodoro calls sexual assault raps ‘malicious, politically driven’

Marikina City 1st District Representative Marcelino “Marcy” R. Teodoro has been charged before the Department of Justice (DOJ) for allegedly sexually assaulting two policewomen who previously served as his close-in security personnel – allegations he vehemently denies, calling them “malicious” and “politically motivated.”

The charges include acts of lasciviousness and rape by sexual assault, as defined under Articles 336 and 266-A(2) of the Revised Penal Code.

According to a DOJ statement issued Thursday, Sept. 25, the identities of the complainants have been withheld to protect their privacy and security.

The DOJ said one of the complainants alleged that Teodoro committed acts of lasciviousness.

The other complainant reportedly served as a security detail for Marikina Mayor Maan Teodoro, the congressman’s wife, before being reassigned to Rep. Teodoro, where the alleged incidents occurred.

The DOJ emphasized that Teodoro will be afforded full due process and that the complaints will undergo case build-up and legal evaluation under Department Circular No. 20 to determine the sufficiency of evidence before any preliminary investigation.

The outcome of the preliminary investigation will decide whether formal charges will be filed in court.

Rep. Teodoro, in a separate statement issued Thursday morning, vehemently denied the accusations, calling them “malicious and untrue.”

He described the allegations as a “politically motivated attack” aimed at tarnishing his reputation.

“Ang kanilang mga alegasyon ay walang sapat na basehan at gawa-gawa lamang na ang intensyon ay sirain ang aking reputasyon,” he said.

Teodoro also noted that he had not yet received the formal complaints and stressed that “an allegation cannot be considered evidence.”

He called for an impartial and transparent investigation, expressing concern over what he described as a series of coordinated attacks against him: “Sobra na at sunod-sunod ang mga atake sa akin, nakakaawa na.”

The DOJ reiterated its commitment to impartiality, stating that the resolution of the case will be based solely on the evidence presented and the applicable laws. (Jeffrey Damicog, Ellson Quismorio)
