Manila Mayor Francisco “Isko Moreno” Domagoso fired two traffic enforcers caught on video extorting money from a motorist in Sampaloc, enforcing the city’s “One Strike Policy”.
Domagoso ordered the removal of Emmanuel Yumul and Laurence Montana from Manila Traffic Parking Bureau (MTPB) after a viral video surfaced showing them soliciting money from a truck driver along A.H. Lacson Avenue in Sampaloc.
The footage, reportedly captured by a concerned citizen, quickly went viral on social media.
MTPB Officer-in-Charge Dennis Viaje served the two enforcers with a cease and desist order for illegal exaction (kotong).
Their uniforms and identification cards were also confiscated.
Mayor Domagoso urged the victim to file a criminal complaint, expressing hope that the case would serve as a deterrent to others.
“While we await your formal complaint, the city government has already taken action. As of today, they are no longer part of the Manila City government,” Domagoso stated.
“As I have said and directed, ‘One Strike Policy’ tayo pagdating sa kotong, walang second chance,” he stressed.
Domagoso also expressed hope that the incident would serve as a wake-up call to the more than 800 traffic enforcers still serving in Manila. (Richielyn Canlas)
