Comelec orders Abante’s proclamation

The Commission on Elections (Comelec) en banc has upheld the Second Division’s decision declaring outgoing Manila 6th District Representative Bienvenido “Benny” Abante Jr. as the duly elected member of the House of Representatives.

In a resolution dated June 30, 2025, the Comelec en banc denied the motion for reconsideration filed by Abante’s rival, Luis Joey Chua Uy.

The ruling effectively affirms the earlier suspension and recall of Uy’s proclamation.

The Comelec said Uy is not a natural-born Filipino citizen and that his election and proclamation are void.

The Commission directed the City of Manila’s Board of Canvassers to reconvene and proclaim Abante as the duly elected representative, citing him as the only qualified candidate.

In a previous interview, Comelec Chairman George Erwin Garcia said that an en banc decision will be executory five days after promulgation. (Dhel Nazario)
